District Heating – Network Losses

The guidance document p. 53 states:

District heating production and demands
QDH1, QDH2, QDH3 = Heat production in district heating group 1, 2, and 3
ρDH1, ρDH2, ρDH3 = District heating losses for district heating group 1, 2, and 3 (% of production)
HDH1, HDH2, HDH3 = Heat demand in district heating group 1, 2, and 3

However, based on the examples, it seems that the loss is given as a factor of 0 to 1 and not as a percentage from 0 to 100. Which is correct, or are both available?
